General information
- The Department uses this application and checklist to validate everything submitted. The application is rejected if any requested item is not provided, and a license may not be issued or renewed if any item is missing.
- All Key Participants (including general partners, officers, and directors) must apply for a criminal background check. The license is not issued until all results are received, and the application is denied if a Key Participant has been convicted of an excluded felony offense (RSIC Ordinance 61, Sec. 61-1-104).
- All materials submitted are retained as part of the establishment's permanent record. The security plan is confidential, for sole use by the CEA and RSIC Tribal Police.
- Other licenses or permits may be required and must be obtained before operating. The applicant is responsible for all changes and additional time needed to correct plans or obtain them.
- The Department acts on an application within ninety (90) days of receipt and may approve, approve with conditions, issue a Conditional License, or deny it (with written reasons). A license is a revocable privilege; the applicant bears the burden of proving its qualification.
- No license is issued until the Department completes a satisfactory inspection of the establishment, which may take more than one visit. Submitting this application permits entry and reasonable inspection by the Department, with or without notice.
Operational regulations
- Public use or consumption of marijuana at the establishment is prohibited, except under a Special Permit.
- Notify the Department if the business closes or ceases operations.

- Submit an annual report for each calendar year: preliminary by February 15, final by March 31.
- Every employee must obtain, maintain, and carry a Marijuana Establishment Agent (MEA) card (Regulation CEA-61-21-01).
- The licensed establishment may be inspected by the Department and RSIC Tribal Police with or without notice; the licensee pays any required inspection fees.
- Display permits and licenses in view of patrons; remove or cover graffiti within 48 hours; keep marijuana, products, and paraphernalia out of view from outside the building.
- Retail public access is limited to 8:00 a.m. to midnight; changes to approved hours need prior Department approval.
- Dispose of marijuana and waste safely, securely, and unusably, at a Department-approved location — never in an unlocked exterior refuse container.
